Description of Work
Former Gun Club Area A Pond D and Area C Interim Action Cleanup
The proposed project is a soil and sediment removal Intenm Action (IA) at the Former
Gun Club Area A Pond D and Area C. The Former Gun Club is located in the Northeast
Y. of the Southeast Y of Section 15, Township 28 North, Range 4 East, west of Airport
Road and directly south of Boeing Lake in Snohomish County, Washington (see Figures
1 and 2). Pond D is approximately 0.25 acres in the northeast corner of Area A, loca+ed
west of 29th Avenue West (West Frontage Road) and south of 941h Street SW
(BOMARC Road) Area C is approximately 3 acres and is located between 29th
Avenue West (West Frontage Road) and Airport Road, south of 94th Street SW
(BOMARC Road). A site plan of Area A Pond D and Area C is shown on Figure 3.
The IA will be conducted under the oversight of the Washington State Department of
Ecology (Ecology) as part of the Resource Conservation and Recovery Act (RCRA)
Corrective Action Agreed Order betweer Boeing and Ecology, and to fulfill the
requirements of the Washington State Model Toxics Control Act (MTCA). The objective
of the IA is to remove soil containing polynuclear aromatic hydrocarbons (PAHs) and
metals at concentratiuns exceeding current applicable MTCA cleanup levels. The
scope will include clearing and grubbing, and removal of approximately 5,100 cubic
yards of soil and sediment from Area A Pond D and Area C (see Figures 4 and 5). Field
monitoring and laboratory analysis oF PAHs and metals will be conducted to confirm that
IA cleanup objectives are met, and, rf necessary, determine ii additional contaminaled
soil and sedimenlation excavation is required. Soil will be hauled offsite to a disposal
facility permitted b accept the waste.
Following excavation of conlammated soil and sediment at Area A Pond D, the site
restoraUon acNvities will be performed as shown in the site resloration plan (Figure 6).
Soil will be imported and graded to reconstruct the excavation area to previous grades.
Following reconstruclion, Area A Pond D will be hydroseeded if Boeing plans on
developmg Area C immediately following the soil and sediment IA(under a separate
proecl►, then no site restoraiion or stabtlization will be performed as part o( this proect
If site developmenl work will not occur immediately followmg lhe soil and sediment IA,
site restoraUon ac6vities wdl be performed as shown m the site restora6on plan provided
on Figure 7. Sod at Area C will be regraded to maintain the general surface water flow
directions present at the sile prior to the soil and sediment excavation activities
Materials will only be imported i( the surface water flow directions cannot be maintained
by regradmg alone, or d differeM materials are needed for erosion control Following
regrading, the site wdl be hydroseeded
