Applications response: The proposed 6r square foot per face single pole <br />free-standing sign is internally illuminated and designed to be an attractive <br />amenity to the site. The sign is designed with multi colored panels depicting <br />by the ARCO AM/PM logo. The price information section is designed for <br />clarity. Approval of the requested variance will not be materially detrimental <br />to the public welfare or injurious to property in the vicinity. The size of the <br />proposed sign recognizes the purpose of the B-I Zone to provide for retail <br />businesses and services serving primarily the residences of the sutrounc'ing <br />neighborhood. Both the sign height and size of the sign are not designed to <br />attract consumers from long distances. Such signs, generally found on major <br />arterials or adjacent to freeway locations may be as large as 200 square feet <br />per face and be placed at a height of 40 feet to 100 feet. The 66 square <br />foot per face sign proposed will not be visible from great distances, will not <br />be illuminated brightly as to cause glare on residential uses in this mixed use <br />zone nor will it be placed at a height which will detract from the general low <br />profile development in this area. <br />D. "That the granting of such sign variance will not adversely effect the <br />comprehensive general plan." <br />Applicants response: The subject site of this ARCO AM/PM Mini -Market <br />facility is located on the north side of West Casino Road between Eighth <br />Avenue West and Tenth Avenut West. The Southwest Everett Comprehensive <br />Plan denotes the recommended land use for this area to be Neighborhood <br />Business ;NB). The transportation map also included in this plan shows West <br />Casino Road designated as a major arterial. Both the land use designation and <br />the roadway designation would indicate that a variance to permit the requested <br />sign wot 1 not adversely effect the Comprehensive General Plan. A specific <br />review of the Southwest Everett Comprehensive Plan did not find particular <br />reference to the applicability or criteria for signage in neighborhood business <br />areas. The plan does, however, reference in the section titled Neighborhood <br />Convenience Commercial Areas the need for the placement of small commercial <br />centers offering basic neighborhood services in the West Casino Road area. <br />Specifically the plan lists these uses as "convenience stores, laundry mats, <br />daycare centers, branch banks, and post offices, etc." The plan further <br />recognizes the mix of commercial and residential uses in this area. <br />The site of the proposed ARCO AM/PM Mini -Market facility is a portion of <br />contract rezone area which is a recommended element of the Comprehensive <br />Plan. Of particular note is the recognition withii the Southwest Everett <br />Comprehensive Plan, that the plan recognizes that certain elements of the <br />Zoning Code or other regulations may require modification to implement the <br />direction and policy of the plan, "changes in the detail of Zoning Code <br />elements or other regulations maybe necessary as a result of adoption of the <br />Southwest Everett Plan." It might be assumed that the changes about which <br />the Southwest Everett Comprehensive Plan speaks may be to the Sign Code <br />Regulations which are applicable to the B-I Zoning District. If in fact the <br />sign requirements are an element of the Zoning Code about which the <br />Comprehensive Plan recognizes the necessity of change the granting of the <br />requested rezone will not only rot adversely effect the Comprehensive Plan <br />but may in fact initiate the implementation of that document. <br />2552.21 <br />
