The <br /> purpose of my review is to assure compliance with Zoning Code � <br /> requirements and the conditions of approval of the SEPA MUNS <br /> issued for the proposal. <br /> The followinq items are not in compliance with the approved plans <br /> I and/or conditions of approval: <br /> . 1. Condition 3 on page 1 of the MDNS requires that you provide <br /> �C'; on-site recreational facilitiea. No facilities have been <br /> � , provided on the site. In our telephone conversation, you <br /> ; stated that the Parks Department agreed to payment of a fee <br /> in lieu of the provision of on-site facilities. Before we <br /> 1 �� can sign off on the occupancy permits, we must see the <br /> on-site facilities, or documentation that the fee hae been , <br /> I � <br /> paid. <br /> i � <br /> 2. Condition 13 on page 3 of the ltDNS requires a 12 foot setback <br /> I �� for all structures alonq the south property line where the I <br /> project abuts the sinqle family zoned property. The <br /> condition states that refuse disposal areas cannot be <br /> iprovided in this area. The approved site plan did not show <br /> �.�� the refuse disposal area in the setback, but it was placed <br /> there during construction. Before we can sign off on the <br /> occupancy permits, the refuse disposal area must be relocated <br /> � � outside of the 12 foot setback, and the setback must be <br /> i r�� landscaped as discussed below. <br /> 3 . Required landscaping in the 12 foot setback along the south <br /> property line must include sufficient evergreen trees or <br /> �� shrubs a minimum of 6 feet in heiqht to form a <br /> sight-obscuring screen. The approved landscaping plan showed <br /> a combination of photinia, serbia spr.uce, and thuja provided <br /> in this area. As planted, the plants do not provide a <br /> sight-obscuring screen. The plants shown on the landscaping <br /> plan are not the same as that planted.
