The variance will not result in an increase fn the <br /> incompatfbility with adjacent properties. <br /> Criterlon No. 8: The need for the requested variance Is not the result of a selt-created <br /> hardship. <br /> Findina: The need for the variance is a result of the nature of wireless radiotrequency <br /> transmfssions. In order to provide su(table wireless coverage and to keep the <br /> communication line open beriveen Bellingham and Olympia, it Is necessary to conshuct a <br /> monopole that exceeds the maximum height of 28 feet. The monopole will setback <br /> approximately 1E feet from the closest property line. The monopole cannot be located <br /> anywhere on the site to meet the setback requirements of 150 feet. <br /> Conclusion: The variance is not the result of a self-created hardship. <br /> STAFF RECOMMENDATION: <br /> The staft recommends approval of the Specfal Property Use Pertnit and variance for the 150' <br /> monopole for Western Wireless, with the tollow(ng conditions: <br /> 1. Obtain a building permit for the monopole and equipment cabinents. <br /> 2. Provide a landscape plan that will meet Category B of the zoning code prior to issuance of <br /> building permits. The landscaping must be installed within 90 days of the installallon of the <br /> monopole. <br /> 3. Require the existing tower be removed within 90 days after the installation of the monapole. <br /> REQUIREMENTS OF SEPA MDNS M98-002 DATED MARCH 10, 1998 <br /> Note: These are not SPU conditions, but ere mitigetion items required to address the <br /> environmental impacts o/the proposal.
