FINAL MITIGATED DETERMINATION OF NON-SIGNIFICANCE SEPA#�98-002 Washington State Patrol monopole March 10, 1998 DESCRIPTION OF PROPOSAL: The proposed project is to replace a 300 foot tall tower with a 150 foot tall monopole to upgrade the communication facilities for the Washington State Patrol(WSP) and Department of Transportation(DOT). Other communication companies will locate at this site. The monopol,� will support five whip, one microwave dish, and 21 panel antennas. An 11 foot high whip antenna will be place on the top of the monopole. The listed requirements are placed in response to our review of this information: AGENCIES WITH JURISDICTION none identified MITIGATION OF ADVERSE IMPACTS BY SEPA 1. A landscape plan must be submitted and approved prior to issuance of building permits. The plan should reduce the impacts of height, bulk, and scale as viewed from adjacent residential properties. (SEPA Aesthetics Policy) 2. Additional wireless service providers have inquired into installing an additional monopole within the City. The City's Comprehensive plan states that the City shall, "Promote the eKcient use of land and minimize environmental disturbance by requiring co-location of utilities whenever possible and appropriate..."
