This report presents the flndings and recommendadons of our peotechnical engineerinp study for the four residentlal lots in the Seobrooke H(ghlands aubdfvision fn Evarett. SITE CONDITIONS u ace The four lots are located in fhe Seabrooke Hfghlands subdivialon, whfch overiooks Edpewater and the Puqet Sound. The southem lots, 10 and 11, are aeparated irom Lota 12 and 13 by Chinook Ddve, and Ocean Avenue borders the entlre site to the east Atl four lots aro undeveloped and covered with low to medium-hfph praas. Two larpe Veas aro located on the eaatem portion of Lot 13, but no Vees grow on the othar lota. Tha topopraphy of the site and eurroundfnp aroa qeneraily genUy descends to the north, and the two lots to the south ot Chinook Drive aro relatively flat Residences have been constructed on the propeNes to fha south of the site, and ropradinp on these adJacent sites has resulted fn aoma ahort fill alopes alonp the southem edps of Lots 10 and 11. It appears from the provided plot maps and our fisld roconnalaaancs tl�at parta of theae flll slopes may (ntrude onto Lot 10. The aubdivfaion lob to the weat of ths tubJect site aro undeveloped. The northem edpe of ths �ke is bordered by an axess road that extends to a yarapa located to the aite's northweat. Ths natur�l prads of the arsa is visible to ths north of thi� access road, and it appears that the eastem lots are locatsd in an old nvins that was Blled. SubsuAacs The subsuAace conditlons were explored hy excavatlny eipht tsat pita at the approximats locat(ons shown on the Sfte ExploraUon Plan, Plate 2. The lops for three borinpa Utat we conducted fn 1980 for an eccess road alonp the northem sids of Lots 12 and 13 havs alao been reviewed for this report. (See Plates 7 - 8.) The fleld exploratlon propram was based upon the proposed construction and required design crite�fa, the site topography and axe:a, ths subsuAace condiUons revealed du�inp excavatlon, the scope of work outlined in our propoaal, and the Ume and budyet consVafnts. The test p(ts wero excavatad on February 27, 1998 with a rubber-Urod backAos. A qeotechnical enpfneer from our staff observed the excavaUon process, lopped the test pits, and obta(ned repm.sentative samples of the soli encountered.
