Among the many issues addressed in those documents were identification of sreas where <br /> development was allowed, creation of extensive areas of impervious surface, construction of 6.5 <br /> million square feet of building space, the resulting stortn drainege impacts and mitigation, traAic <br /> u►iPacts and mitigation, emplopment levels and parking. <br /> i'he EIS and decision document established permitted levels of development including the <br /> following limits: <br /> • Maximum aircraft production of 21 aircraft per month <br /> � Maximum employment on the 1,0�, qcre site of33,500 employees <br /> Maximum parking on site of 20,000 spaces <br /> • Construccion of 3,250,000 square Feet of paved yard and Perking areay <br /> The Boeing Compa�ry proposed and the Decision Docummt imposed certain rnitigation measures <br /> intended to addregs the ran8e of impacts that would bc generated by their proposed expansion. <br /> Among the mitigation meawrey propoyed or imposed are the following: <br /> • Construction and operation of a comprehensive water yuality and water quantity management <br /> system, including collection aystems, special water qushty features in the aircreR fueling area, <br /> a sedimentation pond, e sand-peat filter syatem, and a stormwater detention facility. This <br /> mitigation has been consuucted. <br /> • Creation of a 2.1 mitigstion wetlend u compensation for approval to fi110.67 ecres of on-site <br /> wetlends. This mitigation is constructed and is being routinely monitored. <br /> • Compen�ation for the elimination of a large number of Paci6c Yew trees designated as a <br /> sienificant biological feature by the City and a valwble reaource for certein types of cancer <br /> trcatment. Compensation included preservation of a Iarge rmmber of the yew trees, <br /> propagation of replacement yew trees, and collection of yew troe bark end needles for medical <br /> research end use. All of this miHgation Mas been accompliahed. <br /> • Limitation of parking on aite to no more than 20,000 parking stalls. 'I'►us limitation has been <br /> accompGshed. <br /> • Provision of ten buses and 80 vans for ux by the several transit agmcies serving the Everett <br /> Boeing faciGty. '1'►us mitigation has been provided. <br /> • Provision of approximntdy 546,000,00p�lus interest in traffic mitigetion fees. This <br /> � mitigation is in the process of being prohded and the rosdway improvements ere undereway. <br /> • [ncorporation of certain noiae rtiingaUon measures on the tlightline. This mitigation has been <br /> accomplislkd except for a final study of the 777 noise generation. <br /> Tht F'opo�ed 22,000 square foot child dcwelopment center(CDC)was not Proposed in the 1991 <br /> Boeing E�c�t erzpanawq but all impacts associated with the CDC were nddreaeed and mitigated <br /> in the 1991 EIS end Deciaion pocum�t 7'I�e proposal will not change the number of aircraft <br /> produced. Employment ai the CDC will be incorporated in the approved 33,500 eite emPloyment <br /> on which traflic impacts and miti�ation were ba�ed, and Parking wi0 be provided to the faciGty <br /> urface on the s e beyondtheeam unt evl al ehed m he EIS and m�ti' 'gatod by the stortnwa�ous <br /> system.
