Avenue to the intersection of the center line of Everett Avenue, thence east along the <br /> centerline of Everett Avenue to the intersection of the centerline of the alley west of Colby <br /> Avenue, thence north along the centerline of the alley west of Colby Avenue to the <br /> centerline of 26th Street, thence east along the centerline of 26th Street to the intersection of <br /> the centerline of the alley east of Wetmore Avenue, thence south along the centerline of the <br /> alley east of Wetmore Avenue to the intersection of the centerline of Pacific Avenue, thence <br /> west along the centerline of Pacific Avenue to the point of beginning, situated in the City of <br /> Everett, County of Snohomish, and State of Washington. <br /> Section 2. The proceeds of the assessments and assets acquired with such proceeds and <br /> liabilities incurred as a result of the formation of the BIA established in 1995 and disestablished <br /> herein, shall be subject to the disposition, as the City Council shall determine in accord with the <br /> provisions of RCW 35.87A.120 and RCW 35.87A.190. <br /> Section 3. That it is the intention of the Council to establish a Business Improvement <br /> Area (BIA), as authorized by RCW Chapter 35.87A, in the downtown area of the City of <br /> Everett and hereby does establish such BIA within the following described boundaries: <br /> Beginning at the intersection of the centerline of Pacific Avenue and the <br /> centerline of the alley west of Hoyt Avenue, thence north along the centerline <br /> of the alley west of Hoyt Avenue to a point, said point being the intersection <br /> of the south line of lot 5, block 681, Plat of Everett projected easterly to the <br /> centerline of said alley, thence west along said projected line and the south <br /> line of lot 5, block 681, Plat of Everett and the westerly projection thereof to <br /> the centerline of Rucker Avenue, thence north along the centerline of Rucker <br /> Avenue to a point, said point being the intersection of the north line of lot 9, <br /> block 669, Plat of Everett projected westerly to the centerline of said Rucker <br /> Avenue, thence east along said projected line and the north line of lot 9, <br /> block 669, Plat of Everett and the easterly projection thereof to the centerline <br /> of the alley west of Hoyt Avenue, thence north along the centerline of the <br /> alley west of Hoyt Avenue to the intersection of the center line of Everett <br /> Avenue, thence east along the centerline of Everett Avenue to the intersection <br /> of the centerline of the alley west of Colby Avenue, thence north along the <br /> centerline of the alley west of Colby Avenue to the centerline of 26th Street, <br /> thence east along the centerline of 26th Street to the intersection of the <br /> centerline of the alley east of Wetmore Avenue, thence south along the <br /> centerline of the alley east of Wetmore Avenue to a point, said point being <br /> the intersection of the north line of lot 14, block 666, Plat of Everett projected <br /> westerly to the centerline of said alley, thence east along said projection and <br /> the north line of lots 14 thru 18, block 666, Plat of Everett and the easterly <br /> projection thereof to intersect the centerline of Broadway Avenue at a point, <br /> said point being the intersection of the easterly projection of the north line of <br /> lot 18, block 663, Plat of Everett with the centerline of Broadway Avenue, <br /> thence south along the centerline of Broadway Avenue to intersect the south <br /> line of lot 19, block 687, Plat of Everett as projected easterly to the centerline <br /> of Broadway Avenue, thence west along said projected line and the south line <br /> 2 <br />
