Maintenance and appearance enhancement of common areas, such as <br /> the sweeping and cleaning of sidewalks, the removal or covering of graffiti, <br /> the removal or prevention of litter, and such other related activities or <br /> services which would enhance the appearance of the area and encourage the <br /> general public to increasingly visit and do business in the BIA. <br /> C. Operation of a program for economic development of the BIA. <br /> D. Other improvements considered necessary. <br /> Section 9. The City of Everett may contract with the Downtown Everett Association or <br /> similar business association or entity to administer all or a portion of the operation of the <br /> business improvement activities programs which are to be funded, in the manner as to be more <br /> specifically set forth in the BIA ordinance. <br /> Section 10. The total annualized cost for all programs and activities to be funded in the BIA <br /> by the special assessment levy for each of the following three BIA fiscal years (July 1 through <br /> June 30) of the years 2005, 2006 and 2007 is estimated to be One Hundred Seventy Five <br /> Thousand Five Hundred ($175,500)per year. <br /> Section 11. The BIA and the special assessment levy therefor would terminate within one <br /> year(or such longer period as set forth in the termination petition) from the date of submission <br /> to the City of a petition containing the signatures of the owners of property in the BIA who pay <br /> fifty percent or more of the annual special assessment amount for the BIA requesting <br /> termination of the BIA and special assessment levy. The BIA and the special assessment levy <br /> therefor would continue for a period of only five years,unless at least ninety days prior to such <br /> termination, a petition is submitted to the City requesting the continued existence of the BIA, <br /> with such petition containing the signatures of the owners of property in the BIA who will pay <br /> fifty percent or more of the annual special assessment for the BIA, or unless the City Council by <br /> Resolution and Ordinance extends the termination date. <br /> Section 12.
