2. The need for the proposed Comprehensive Plan amendment and rezone is to allow the subject <br /> area to be used for expanded parking, and <br /> 3. To achieve the indicated land use change the City needs to amend the Comprehensive Plan <br /> Land Use map from Multiple Family (1.6)to Mixed Use Commercial—Multi Family (4.4) and <br /> Rezone the property from R-3 (Multi Family) to C-1 (General Commercial), as indicated on the <br /> attached map (Exhibit "A"), and <br /> 4. The subject site is adjacent to 4th Avenue West which is a busy corridor, neighbors to the east <br /> and south have indicated a desire to be screened not just by landscaping but also by a fence along <br /> the property line and there have been complaints about trash on the site and refuse placed on <br /> adjacent properties by tenants of the commercial operation under property ownership of Lee. <br /> Planning Commission has recommended certain steps be taken to alleviate these conditions. <br /> 5. The public health safety and welfare will be provided for by the proposal under existing <br /> development regulations of the City. <br /> 6. The proposed amendment to the land use map and rezone promotes the best long term interest <br /> of the Everett Community. <br /> NOW, THEREFORE, THE EVERETT CITY COUNCIL HEREIN RESOLVES TO: <br /> 1. Amend the Comprehensive Plan Land Use map in the subject area east of Highway 99 at 4th <br /> Avenue west from Multiple Family (1.6) to Mixed Use Commercial—Multi Family(4.4) and <br /> Rezone the property from R-3 (Multi Family) to C-1 (General Commercial), as indicated on the <br /> attached map (Exhibit "A") subject to certain conditions at or before the time of its initial <br /> improvement: <br /> a. The subject property will only be used in support of the existing business <br /> to the north. This means it can be used for parking, storm water <br /> detention, sanitary control etc.; and <br /> b. The adjacent property to the east will be cleaned up by the removal of any <br /> refuse, metal drums etc. Such clean-up will be approved by the City Code <br /> enforcement office; and <br /> c. The entire length of the east and south sides of the combined property will <br /> be provided with a site obscuring 6 foot wood fence; and <br /> d. The property being rezoned will be improved to parking lot standards <br /> which are in the C-1 zone before it is used for parking; and <br /> e. No vehicle access from 4th Avenue from the rezone site. Vehicle Access will come <br /> from other curb cuts on the owner's other properties. No left turns from those other curb <br /> cuts off of the other property onto Evergreen Way; and <br /> - 2 - <br />
