4. The public health safety and welfare would be provided for by the proposal under existing <br /> development regulations of the City only if the amendment and rezone were supported by a <br /> Development Agreement that would ensure the development would function and appear <br /> upon completion as presented to the Planning Commission(Exhibits "B" and "C"), on March <br /> 1, 2005. <br /> 5. The proposed amendment to the land use map and rezone promotes the best long term <br /> interest of the Everett Community only if the proposal is supported through use of a <br /> Development Agreement. <br /> NOW, THEREFORE, THE CITY COUNCIL RESOLVES TO: <br /> 1. Amend the Comprehensive Plan Land Use map in the subject area in Exhibit "A", from <br /> Multiple Family (1.7)to Multiple Family(1.8); and <br /> 2. Rezone the property from R-4 (Multi Family High Density) to R-5 (Multiple Family Core <br /> Residential), as indicated on the attached map (Exhibit "A"); and <br /> 3. City Council hereby directs staff to produce for Council review and action, ordinances and a <br /> Development Agreement that will become a part of the rezone ordinance for this action upon its <br /> passage. <br /> 4.
