/%"/"1 <br /> EVERETT CITY COUNCIL <br /> RESOLUTION NO. 5600 <br /> A Resolution Approving: (1) An Amendment to <br /> the Comprehensive Plan Map Designation from <br /> 4.4 (mixed use commercial— multi family) <br /> to 2.2 (Colleges Universities, and (2) adding <br /> the Institutional Overlay Zone to the proposed <br /> expansion area located east of the existing <br /> Campus and West of North Broadway. <br /> The Everett Community College Rezone. <br /> WHEREAS,the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its 2004 annual comprehensive plan amendment <br /> process in July, 2004, which included consideration of Land Use Map amendments and rezone <br /> applications initiated by property owners; and <br /> WHEREAS, Everett Community College (ECC) submitted an application for an amendment to <br /> the Comprehensive Plan Land Use Map for a 13 acre expansion area located east of the existing <br /> campus from 4.4 (mixed use commercial—multi family)to 2.2 (Colleges/Universities); and <br /> WHEREAS,the proposed action also includes a change in zoning from B-2 (Community <br /> Business)to B-2 -I (Institution) for the subject site(Exhibit "A"); and <br /> WHEREAS, the proposal is based on a 20 year, four phase Master Plan,with graphic depiction <br /> of each phase, submitted to the city by ECC in support of the rezone request as required (EMC <br /> 33B.030); and <br /> WHEREAS,the Planning Commission held two public hearings on the matter,on February 1, <br /> 2005, and continued it to March 1, 2005, at which they continued public testimony, heard Everett <br /> Community College and staff presentations and considered the various aspects of the proposal; <br /> and <br /> - 1 - <br />
