The City Planning Department is hereby directed to add policies to the <br /> Comprehensive Plan to implement this direction. <br /> 3. Both Everett Community College and Providence Everett Medical Center are essential public <br /> facilities within our community. It is recognized that both need to grow within the community. <br /> 4. Future expansion needs beyond Phase 3 of the 25 year Master Plan shall go through the <br /> approval process by the Planning Commission and City Council within future Comprehensive <br /> Plan annual reviews. The Master Plan submittal will generally be the standards and expectations <br /> for development of the Community College. <br /> 5. Guidance for the implementation of the Master Plan with the Institutional Overlay will come <br /> from graphic depictions of the proposed expansion phases. The allowable building height within <br /> the expansion area for college uses will be up to 80 feet, which is the allowable height for mixed <br /> use buildings in the existing B-2 zone. <br /> 6. Staff is to prepare the necessary ordinances to implement this resolution. <br /> 7. Prior to each phase of construction Everett Community College will submit a construction <br /> mitigation plan to the city, which will address proposed actions to be taken to lessen the impact <br /> of construction on surrounding neighborhoods.
