1. The purpose for the requested Comprehensive Plan land use map amendment is to make it <br /> possible for PEMC to expand in order to meet projected population and patient growth over the <br /> next 20 years, and <br /> 2. The proposed expansion will address a service capacity demand issue which, at the present <br /> time, PEMC is often unable to meet, and <br /> 3. PEMC has made a convincing case to the City Council that the expansion to the east is the <br /> best alternative it has available at this time, in terms of cost, timing, certainty, and operational <br /> efficiencies, and <br /> 4. City regulations including in the proposed Institutional Overlay Zone concerning, but not <br /> limited to, Design Guidelines, landscaping, signage and lighting shall be used to review each of the <br /> necessary construction permit phases;and <br /> 5. The proposed Comprehensive Plan amendment application, while counter to housing <br /> preservation and neighborhood protection policies, and taking into account the many compelling <br /> and heartfelt comments so well stated in the public record in regard to this action, does meet <br /> conditions spelled out in the Capital Improvement Element of the Plan in that hospitals are clearly <br /> listed as critical facilities and are recognized as"hard to site." This set of conditions places the <br /> facility in a position to be granted maximum effort on the part of the City Council to support its <br /> stated need to expand. PEMC has in fact submitted the Master Plan and Comprehensive Plan <br /> amendment required by the City before such expansion could be contemplated. And PEMC has <br /> convincingly stated its case for expansion to those who followed these proceedings. Therefore <br /> the City Council does herein find that the proposal meets the requirements of the Comprehensive <br /> Plan, at a sufficient level that on balance the proposal does pass the necessary test;the proposal <br /> does in fact meet requirements found in the adopted Comprehensive Plan; and <br /> 6. As partial mitigation for impacts to the residential area, PEMC offered a buffer area with a <br /> minimum of 50 feet and up to 100 feet, for an average depth of 75 feet running between 13th <br /> Street and 14th Street along the west side of Oakes Ave.. The buffer will include landscaping, <br /> paths and attractive open spaces for use by the general public; and <br /> 7. The public health safety and welfare will be provided for by the proposal under existing <br /> development regulations of the City; and <br /> 8. The proposed amendment to the land use map and rezone promotes the best long term <br /> interests of the Everett Community; and <br /> 9. The City Council accepts PEMC's position that it has taken, and continues to take, all <br /> reasonable steps to save and move to a worthy location, those Donovan homes in block 248 that <br /> are in sound structural condition;and <br /> 2 <br />
