10. In reaching its decisions and recommendations, the Historical Commission reviewed the <br /> application and related environmental review documents, made appropriate inquiries of the <br /> applicant, carefully considered the proposed design and testimony of the applicants, and carefully <br /> considered testimony from the public during the public hearing: and <br /> 11. Demolition of an historic property is a last resort; a step to be taken when it has been <br /> demonstrated that there is no other alternative. Moving houses off site is strongly encouraged <br /> over demolition, and it is recommended that 75% of the houses on Block 248 be moved or <br /> retained. If, however, there is no alternative but to demolish one or more of the houses on Block <br /> 248, moving a significant number of houses on Block 248 (recommended to be 75% or more of <br /> the of the houses) would be significant mitigation for demolition of some of the remaining houses. <br /> In addition, the standards and conditions in Planning Commission Resolution No. 2005-2, agreed <br /> to by PEMC, offer significant mitigation for the demolition. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE EVERETT CITY COUNCIL THAT: <br /> 1. The City Council approves the removal of Block 248 from the Donovan District with the <br /> following conditions: <br /> (a) Removal of Block 248 from the Donovan District would not occur until the conditions of <br /> moving and/or demolishing the houses as detailed in(2) and (3) below have been met; and <br /> (b) The Institutional Overlay Zone for the PEMC Master Plan expansion has been approved and <br /> takes effect; and <br /> 2. The City Council concurs with the recommendation of the Historical Commission to the <br /> Mayor to approve Certificate of Appropriateness to move or retain 75% or more of the houses in <br /> Block 248, with the following conditions: <br /> (a) PEMC shall be required to comply with the recommendations, conditions and standards <br /> detailed in Planning Commission Resolution No. 2005-2 and Exhibits A, B, and C thereto, all <br /> of which are incorporated herein by reference; and <br /> (b) PEMC will make every effort to avoid damage to the Donovan houses being moved off Block <br /> 248; and <br /> (c) The houses will be moved and relocated following established standards for relocation of <br /> historic properties which preserve the historic integrity of the structures; and <br /> 3 <br />
