WA 98124 <br /> Dear Mr. Leee: <br /> The Wetland Mitigation Plaa approved through the Boeing Master Plan (EIS <br /> 81-90) contained conditions requiring the establiahment of variaua monitoring <br /> programa. Most of the monitoring programe were to be eatabliahed and data <br /> collected during the Fall of 1991. To date, We have oaly received a <br /> monitoring plan for aseesaizg the hydrology la �retlande B and C. Wa have not <br /> received any data from theee monitoring etatione. <br /> The City hae not received tha final mitigation plan that xas to contain all <br /> agreed upon changee to the Julq 30, 1991, sitigation plan. Thia docunent wae <br /> to be received by the City no later than October 25, 1991. (Refer to the <br /> September 20, 1991, letter to Raymond Rutkoreki.) <br /> The City needa to reviex the follo�ring monitoring plans and obtain data from <br /> these studies at the earliest poeaible date. Pleaea note thet the decieion <br /> document requirea moet of theae monitoring plane to be implemented prior to <br /> occupancy of buildinge. <br /> 1. Wetlande B and C <br /> a. Hydrology (wae to be initiated in Sapteaber 1991) <br /> b. Ground Water recharge (storm avente during vinter 1991) <br /> c. Water quality (was to be initiated in October 1991) <br /> d. Vegetation (aae to be initiated in September 1991) <br /> e. Wildlife. <br /> 2. Wetlanda A and B are reference vetlande for the 2.1 acre created <br /> wetland. Wetland A requirea monitoring plans for water quality, <br /> hydrology� vegetation and wildlife.. Monitoriag wae to luvn begun <br /> during the Fall of 1991. <br /> 3. The 30 acre planted uplande needs to ba invantoried for <br /> vegetation planted in 1990 and for oatural oative vegetation. An <br /> analyeis muet be provided that e:aminae �rhether tha vegetation <br /> preaent meeta wildlife mitigation requiremente found in the <br /> deciaion document or if additional opeciee need to be planted. A <br /> vegetation sampling method was propoeed in the July 30, 1991� <br /> Mitigation Plan (Dames and Moore). <br /> 4. 1t►e planted uplanda area also requires a vildlife oonitoring <br /> plan.
