No signage is proposed on the site. (exhibit 1) <br /> 11. Ti�ere would be noise, smoke, dust, and other irritants generated during <br /> construction. However, these would be eliminated after construction. The <br /> proposed facility afier completion would not emit any known health hazards, :oxic <br /> chemicals, or fire or explosion hazards. While ihere would be noise and diesel <br /> exhaust during power outages, these events seldom occur. As a result, impacts <br /> would tie minimal. The benefits to be derived From the proposed facilily outweigh <br /> these impacts. (exhibit 1, Tyler testimony, Saylor testimony) <br /> 12. The Cily of Everett designated the site in ils Comprehensive Plan as 2.4, <br /> Hospital. The plan encourages proteclion of residential neighborhoods from <br /> encroachment of the hospital and hospital facilities. Because the proposed <br /> project would occur within the hospilal properiy and not extend into residential <br /> properties, encroaching is not an issue. (Tyler testimony) <br /> 13. The proposal would comply with all provisions of the City Zoning Code. The <br /> Applicant would secure ail necessary permiis. (exhibit 1) <br /> 14. Public transit is not an issue. Tlie subject property would be unmanned. <br /> (exhibit 1) <br /> 15. Specific Evaluation criteria for utilities are set ferth in EMC 19.41.150.D.1.b. <br /> Reference is made to ihese Specific Evaluation criteria. However, lhe instant <br /> project is not impacted by these criteria because the crileria regulate tower <br /> structures for above-ground ulilities and communication facilities. (exhibit 1) <br /> 16. In order to construct the generator building, the building setback off 13�' Street <br /> would be reduced to 3' 4". The building setback standard for R-2 zones is 10 <br /> feet. The Applicant seeks a variance. In order for the variance to be issued, the <br /> criteria as set forlh in ENiC 19.41.130.0 must be salisfied. A summary of these <br /> criteria is: <br /> (1) The variance wiil not be materially detnmenlal to the property in the <br /> area of the subject property or the Cily as a whole. <br /> (2) The variance is necessary because of excepiional or extraordinary <br /> circumstances regarding the size, shape, topography or location of <br /> the subject property; or the location of a preexisting improvement on <br /> the subject property 'that conformed to the zoning code in effect <br /> when the improvement was conslructed. <br /> �� <br />
