V <br /> 1 r . <br /> � D � � � � �' C1.= ` <br /> CITY OF EV�.E1T � n ' j 9 1p � <br /> SPECIAL PROPERTY USE PERNIT /17-BTP� .R� <br /> ... <br /> GENERAL HOSPIT]►L KEDICAL CENTER PARR�j/�(I$Xi'FVc„" i <br /> Bast Of Wet�ore North Of 13th Strpet�;� ,,,.,, � p�pt. <br /> April 11, 1988 <br /> WNEREAS, there was filed with the City of Everett Planning <br /> Department on November 20, 1987, an application for a Special <br /> Property �Tse Permit, under Everett Municipal Code (E.M.C. ) <br /> 19.58.010 by the General Hospital Medical Center described as <br /> fol:ows: a permit to allow demolition of twelve single family <br /> residential structures, canstruction of 201 vehicle space surface <br /> parking lot and pteservation of two dwelliny unit structure for <br /> use as temporary housing of families of General Hospital patients <br /> north of 13th 5treet and east of '.Jetmore Avenue; and <br /> WHEREAS, after proper notice wa� given as required by law, <br /> a public hearinq was held on March 10, 198s, before the City of <br /> Everett Land Use Hearing Examiner; and ' <br /> WHEREAS, after due consideration of the evidence elicited <br /> during the hearinq, the Everett Hearing Examiner made findinqs of <br /> fact and conclusions and rendered a decision on March 24, 1988, to <br /> grant the Special Property Use Permit with the following <br /> conditions: <br /> 1. The site must be developed in a manner consistent with �he <br /> site plan and landscaping plan presented at the public Learing <br /> (Exhibits 9 and 10) . <br /> 2. The applicant must comply with ail conditions listed in the <br /> Determination of Non-Significance �127-87 (Exhibit 5) . <br /> 3. A firP hydrant is required within 200 driving feet but not <br /> closer L•han 5o feet, of every structure per Ordinnnce <br /> 473-80. <br /> 4 . Full standard street improvements are required to the south <br /> stde of 12th, including A-1 curb, gutter, and sidewalk as <br /> n�eded per Ordinance 555-78 as amended. <br /> 5. Handicap wheelchair ramps installed per City Standards are <br /> required at the 12th & Wetmore and 13th & Wetmore <br /> intersections. <br /> 6. Any driveway curb-cuts on 12th Street, 13th Street, and <br /> Wetmore Avenue that will not be used are to be removed �,nd <br /> reinstalled with full height curb, gutter, and sidewalk. <br /> 7. A landscape strip a minimum of 10 feet wide must be provided <br /> along the entire Wetmore Ave. , 12th St. , and 13th St. <br /> frontages, between the street and the f�arking area, except <br /> for driveways in compliance with the landscaping plan <br /> submitted by the applicant and approved by the Planning <br /> Department. The landscaping must consist of: <br /> a. groundcov�r over a minimum of 75� of the area, and <br /> b. a mix of evergr�en and deciduous trees or shrubs a <br /> minimum of three feet in heiqht at time of plantinq to <br /> number at least 6 for each 100 square feet of requir.ed <br /> landscape area. <br /> The intent of this requirement is to provide screening of the <br /> parkina area and to shi.eld car lights from shining into the <br /> right-of-way and into residential structures across the <br /> streets. If a berm of at least one foot in height is <br /> prcvided, plant heiqhts may be reduced to 2 feet. <br /> .M._ <br />
