September 13, 1993
Mr. John W. Augenstein
Abacus Consultants, P.S.
i 401 Second Avenue South Suite 201
Seattle, Washington 98104
PROJECT: Everett Mutual Tower
SUBJECT: Building Life Safety Systems Design (Response to your letter of May 18,
1993 received September 10, 1993).
Dear John:
I have reviewed your May 18, 1993 letter to AFM Warren Barns and have the
following comments.
The City of Everett has adopted the 1991 Uniform Building Code as amended by the
Slate of Washington. This code will be the basis of my comments and any deviation
from the requirements of this code must be approved as described in Section 105 or
Section 106.
Item 1: Stairway Pressurization
The section that you have referenced as the code basis (Section 3310(g)5) requires
smoke proof enclosure construction with vestibules at all enclosure openings. The
plans prepared by NBBJ do not reflect this requirement.
However Exception I Section 3310(b) allows the construction as illustrated by NBBJ if
the shaft is pressurized as indicated in the exception.
Item 2: Smoke Control
Your proposed smoke control system appears to be "normal" for high rise buildings but
must be approved as allowed by Section 1807(g)3.
F—mal approval will be by the Building Official but we must also have approval from
the Fire Marshall prior to our approval. I am in contact with AFM Brad Olson and
will respond when we have reached a decision.
Item 3: Sprinkler System Secondary Water Source
The proposed second tie-in into the water main does not constitute a "... Secondary On
Site Supply of Water...".
We understand that this issue may be appealed under the provisions of Section 204 as
discussed in our meeting of September 10, 1993.
CITY OF EVERETT• 3200 Cedar Street • Everett, WA 98201 - (206) 259-8800 • Fax (206) 259-3882 &
