I. DECISION ISSUED RESPONSIVE TO SEPA REQUIREMENTS <br />This Decision Document has been prepared and issued by the City of Everett's Director of <br />Planning and Community Development who is identified under Everett Ordinance 1348-87 as <br />the Responsible Official designated to exercise the City's substantive SEPA authority, This <br />document has been prepared responsive to the requirements of RCW 43.21C.060, WA(� 197- <br />11-660, and Everett Ordinance 1348-87. The adverse environmental impacts which this <br />Document addresses were identified in the DEIS on the Colby Square proposal issued on <br />November 8, 1991, as updated and expanded in the FEIS issued on January 22, 1992 and the <br />Addendum to the EIS issued on September 29, 1993 These impacts, in the judgment of the <br />Responsible Official, provide the basis for the mitigating measures set forth in this document, <br />>,nd in accordance with WAC 197-11-660. Therefore, the Responsible Official is issuing this <br />SEPA decision which provides for construction of the proposed action subject to coml-!;ance <br />with the conditions and requirements listed in this SEPA Decision Document. <br />DESCRIPTION OF PROPOSAL <br />The demolition of approximately 92,000 square feet of existing retail and commercial buildings, <br />and the construction of a 13-story office tower (Everett Mutual Tower) and a 7-story <br />professional office building (Professional Office Building) with street level retail and 334 <br />parking stalls. Phase 2, the Everett Mutual Tower and base structure will include 249 parking <br />stalls in one below grade level, 2-1/2 above grade levels, and in an off -site parking garage. <br />The 13-story tower would be located at the northwest comer of the site at the comer of Everett <br />Avenue and Colby Avenue. The seven -story professional office building would be located at <br />the southwest comer of the site, at the comer of California Street and Colby Avenue. The first <br />story and elevated parking levels of both the Everett Mutual Tower and Professional Office <br />building would be part of a con0uous base structure extending across the entire western half <br />of the block. <br />The project includes a community performing arts theater with approximately 513 seats to be <br />located in a separate building on the northeast comer of the site at the comer of Everett <br />Avenue and Wetmore Avenue. The theater has been constructed. <br />The project (Everett Mutual Tower, base structure and Professional Office Building) would <br />consist of approximately 240,200 gross square feet of office, retail and banking space, in <br />addition, the project would include approximately 44,000 square feet of below grade parking, <br />86,100 square feet of elevated parking and a drive -through banking facility of approximately <br />3,700 square feet. Approximately 39 parking stalls would be provided in an off -site parking <br />garage. <br />Street level retail, bank and restaurant uses would wrap aroulid the entire office building <br />frontage along California Street, Colby Avenue, and Everett Avenue. Overhead canopies will <br />provide weather protection for pedestrians using the adjacent sidewalk. A pedestrian arcade <br />would be provided mid-olock on the east side of the office building. The covered pedestrian <br />arcade would reflect a significant upgrade of the existing alley for pedestrian use. <br />The proposal includes the extension of a new east -west driveway or alley extending from <br />Wetmore to the existing alley. The city has acquired lessee's rights to lots 22, 23, and 24 of <br />Block 625, Plat of Everett (subject to rights of Key Bank in lots 22 and 23). The city plans to <br />purchase the underlying lessors interest on or before March 1, 1994. Twenty-four (24) feet of <br />paving and adjacent sidewalk and landscaping improvements have been constructed on lots <br />23 and 24.
