� <br />` <br />� . . � , DECTARI�TION OF NON-SIGNIFZC .. �79-144 <br /> The proposed action is the approval of a parking variance and a buildinq remodel <br /> proposing approximately 22,000 sq. ft. of new professional office and retail space. <br /> The following factors were considered and the listed requirements were placed in <br /> response to comments subsitted by vazious City depaztments during their review of <br /> ari Environmental Checklist for this proposal: <br /> 1. The site is zoned 8-3, Central Business Zone, which woulc: allow this use. <br /> (The azea is not exempt from parking requiremetns under Section 19.40.090 <br /> of the City of Everett Zoning Code) . The building is known as the Culmback <br /> Building and is currently occupied by Penney's retail furniture outlet at <br /> the street level. Upper floors are primarily vacant at this time. The site <br /> is adjaceat to an auto repair and service station on the south and a City <br /> vehicle parking lot on the north. The Culmback building is listed as of <br /> local significance in t_Survey of Everett's Historical Properties. <br /> • 2. Parking in the i�ediate vicinity is generally at or near capacity of existing <br /> facilities. The proposal would normally require 53 parking space5. A varic+.nce <br /> on this parking requirement is allowed under the following conditions: <br /> a. Participation in a voluntary employee carpool program is require3; <br /> b. Co��unity t�ansit and Everett Transit schedules shall be readily available <br /> an�l posted at a conspicuous location to encourage employees in the ofEice <br /> complex to use public transportation services; <br /> c. The Applicant shall convey a Power of Attorney for the creation of a local <br /> improvement district for a future public off-street parking structure; <br /> d.
