We completed the first phase of this work this past fall, following a series of site visits, meetings and surveys with more than 75 downtown stakeholders. Our initial impressions and recommendations were forwarded to the City in a memo dated November 12, 2003. We are currently working on a business plan for a new and expanded downtown BIA and plan to present this plan to stakeholders later this spring. In the interim, we recommended that the BIA either reduce or waive the assessment for 2004 as we undertake the process to develop the new BIA plan. The BIA budget for 2004 should be limited to continuing the existing supplemental maintenance services and any other pre-existing obligations to additional events and activities. If the , existing assessment reserves are adequate, we recommend using them to support the continuation of BIA services through 2004.
