The <br /> contractor, D. H. Noonon Inc., wha is responsi6le for the work, failed to call for <br /> a pre-inspection of the alley and the drainage system. f personally talked to a <br /> foreman several months ago about the problems which were caused by the <br /> eonstruction and all of these areas were completely ignored.
