We completed the first <br /> phase of this work this past fall, following a series of site visits, <br /> meetings and surveys with more than 75 downtown stakeholders. Our <br /> initial impressions and recommendations were forwarded to the City in <br /> a memo dated November 12, 2003. <br /> We are currently working on a business plan for a new and <br /> expanded downtown BIA and plan to present this plan to stakeholders <br /> later this spring. <br /> In the interim, we recommended that the BIA either reduce or <br /> waive the assessment for 2004 as we undertake the process to <br /> develop the new BIA plan. The BIA budget for 2004 should be limited <br /> to continuing the existing supplemental maintenance services and any <br /> other pre-existing obligations to additional events and activities.
