13 <br /> NOW,THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: The City of Everett Solid Waste Management Utility, shall continue and is <br /> authorized to undertake all activities authorized by law for the construction of the Landfill and <br /> Tire Fire Site improvement projects, and for garbage and solid waste handling including <br /> recycling operations and specifically including mitigation of the old landfill property on 36th <br /> Street east of the I-5 freeway; provided that said utility is not authorized to engage directly in <br /> garbage and solid waste collection, except for hard-to-manage waste and/or.City-wide clean-up <br /> projects and programs as the Mayor deems necessary to promote and facilitate waste reduction, <br /> recycling and disposal. <br /> Section 2: The Solid Waste Management Utility shall be under the direct <br /> management of the Mayor using such staff and consultant services as the Mayor deems <br /> appropriate. The Mayor is authorized to contract, as necessary, pursuant to State law, for solid <br /> waste management services and clean-up or mitigation activities. Any permanent City staff <br /> proposed for the Solid Waste Management Utility shall be identified in the Personnel Ordinance. <br /> Section 3: The annual budget for the Solid Waste Management Utility shall be as <br /> established in Fund 402. <br /> Section 4: Effective January 1, 2004 rates and charges for the Solid Waste <br /> Management Utility shall be as follows: <br /> CATEGORY CHARGE <br /> Single Family Residence $1.50/unit/mo. <br /> Multi-Family $1.30/unit/mo. <br /> Business $0.30/FTE/mo.* <br /> *To a maximum of 10,000 employees or $3,000 per month <br /> Section 5: Rates and charges for the Solid Waste Management Utility shall be subject <br /> to reduction for low income senior and low income disabled citizens as provided in Ordinance <br /> No. 1461-88 or as such may be amended. <br /> 118 <br /> S:W Common\clericaMgnord\2410-99R.doc <br />
