• 13 <br /> ORDINANCE NO.2410-99 <br /> AN ORDINANCE continuing the Solid Waste Management Utility, and modifying <br /> rates and charges therefore, and repealing Ordinance No. 2242 972410-99. <br /> WHEREAS, for over thirteen seventeen years, the Mayor, City Council, and staff of the I <br /> City of Everett have been intensively involved in solid waste management issues, particularly <br /> City Council has authorized and implemented a waste reduction and recycling program, and <br /> developed and updated a City of Everett Solid Waste Management Comprehensive Plan; and <br /> WHEREAS, said involvement has required many hours of elected officers' and staff time <br /> WHEREAS, as an integral part of management of solid waste, the City Council finds <br /> that waste reduction and recycling should be encouraged, emphasized, upgraded, and, if <br /> necessary, subsidized in the City of Everett, and that some expenditure of public funds will be <br /> required to establish and promote a successful waste reduction and recycling program; and <br /> WHEREAS, the City Council of the City of Everett finds that private haulers now <br /> provide satisfactory and cost effective solid waste collection services for the single-family <br /> residents, multi-family residents, businesses and industries of the City of Everett, but that there <br /> is a need to provide publicly-supported coordination and administration of solid waste <br /> management, including waste reduction and recycling programs in the City; and <br /> WHEREAS, Remedial Investigation and Feasibility Study (RIFS) work at the City of <br /> Everett landfill/tirefire site has identified potential adverse environmental impacts at the City's <br /> old landfill site. The City Council finds that mitigating these environmental impacts is an <br /> appropriate function of the Solid Waste Management Utility. Once environmental impacts are <br /> mitigated, the landfill site may become available for other possible uses in the future; and <br /> WHEREAS, to establish the public portion of said waste reduction and recycling and <br /> for said service; and <br /> 120 <br /> S:VFCommonklericalW gnord\2410-99R.doc <br />
