I <br /> Section 8: The enactment of this ordinance shall not affect any case, proceeding, or <br /> appeal, or other matter in any court of before the City or in any way modify any rate, charge, <br /> obligation, right or liability, civil or criminal, which may be in existence on the effective date of <br /> this ordinance or as may exist by virtue of any of the ordinance herein superseded or repealed. <br /> Section 9: If any section, sentence, clause, or phrase (i.e., provision) of this <br /> ordinance or its application to any person or circumstance is held invalid or unconstitutional by <br /> a <br /> court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity <br /> or constitutionality of any other provision, and the remainder of this ordinance, or the <br /> application of such provision to other persons or circumstances, shall not be affected. <br /> Edward D.
