Provide a clear description of the project to be financed in part by a Public Works Trust Fund <br /> loan. (Attach additional sheets if necessary): <br /> The objective of this study is to develop a detailed comprehensive planning document that <br /> can be used by City staff to implement the required improvements to the existing city <br /> facilities and results in an agreed upon Capital Improvement Program(CIP). The product of <br /> this study will be a Comprehensive Sewer Plan that meets the requirements of Washington <br /> Administrative Code(WAC) 173-240-050 with recommendations for sewer improvements <br /> and expansion projects, opinions of probable construction costs and prioritization of projects <br /> for implementation. The scope of work for this study includes the following major tasks: <br /> 1. Review existing data and growth projections <br /> 2. Develop existing and future sewer flow criteria <br /> 3. Update the hydraulic model of the existing sewer system <br /> 4. Perform hydraulic analysis and identify deficiencies <br /> 5. Establish facility cost criteria <br /> 6. Sewer system assessment <br /> 7. Reclamation evaluation <br /> 8. Wastewater treatment evaluation <br /> 9. CSO management <br /> 10. Develop basin plans <br /> 11. Develop prioritized capital improvement program <br /> 12. Evaluate financing policies and alternatives <br /> 13.
