EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET 5
PROJECT TITLE:
Consent COUNCIL BILL#
NEW ELECTRONIC HOME 3/3/2004 Action Originating Department Legal
DETENTION AGREEMENT AND First Reading Contact Person Peter Camp
TERMINATION OF EXISTING Second Reading Phone Number 8624
AGREEMENT FOR MUNICIPAL Third Reading FOR AGENDA OF 3/3/2004 ,
COURT Public Hearing
Initialed by:
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s)Approval
1997 Contract with Proposed Agreement
Everett WASPC with BI
Council approval of this agenda item authorizes a budget revision in the additional amount requested.
Expenditure Required $30,000 Account Number(s): 0055020000450
Amount Budgeted $35,657
Additional Required $ -0-
DETAILED SUMMARY STATEMENT:
In 1997, the City contracted for electronic home detention monitoring with the Washington Association of
Sheriffs and Police Chiefs (WASPC) at a cost of approx. $5.75/day per"client". WASPC does not perform
the monitoring itself, but served as a mechanism for cities to obtain monitoring from BI, Incorporated.
Everett has the opportunity to contract directly with BI for more services at a savings of approx.
$2.25/day/"client". Monthly savings are estimated at approximately$800/month. Because of administrative
difficulties of changing monitors of those now monitored, staff intends to terminate the existing contract after
all current monitoring accounts are closed. New monitoring will be placed with BI under the new contract.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor to execute a contract with BI Incorporated for electronic home monitoring and to
terminate the existing electronic home detention contract with the Washington Association of Sheriffs and
Police Chiefs when the current monitored accounts close
23
