RESOLUTION NO. 4463 A RESOLUTION pursuant to the Uniform Code for the Abatement of Dangerous Buildings and the Uniform I�ousing Code, declaring an emergency to exist, and authorizing the demolition and clearing of the building from the proper[y situated at 3510 Colby Avenue, Everett,WA ildin which is located at 3510 Colb Avenue, WHEREAS, the City Council finds that the bu g Y Everett, Washington contains the following deficiencies which constitute an emergency for abatement pursuant to the Uniform Code for the Abatement of Dangerous Buildings and the Uniform Housing Code: Violations noted pursuant to the Uniform Housing Code: 1. Walls, roof, floors and other structural components of the building have been destroyed by fire. 2. Interior and exterior doors and windows are missing, and the framing damaged by fire. 3. All vital systems, electrical, plumbing, and heating have been destroyed. 4. The building is frequented by transients, is an attractive nuisance to inquisitive minors, and endangers the health, safety, and welfare of the public, 5. The premises are full of trash, debris, containers of unknown substance, and an overgrowth of vegetation which is hazardous to the health, safety, and welfare of the public, and the adjoinin�properties. 6. The building is unsafe for dwelling purposes. 7. The building is in such a condition as to constitute a public nuisance known to the common law or in equity jurisprudence. Violations noted pursuant to the Uniform Code for the Abatement of Dangerous Buildings: 1. The building has been so damaged by fire that it constitutes a hazardous nuisance nnd endangers the healih, safety, and welfare of Uie putlic. 2. The building has been so damaged by fire that Et is an attractive nuisance ro inquisitive minors and a harbor for vagrants. 3. The building is maintained in violation of requirements applicable to such buildings as provided by the building regulations of this �urisdiction, as specified in the Buildmg Code. ( �
