Four samples
indicated a positive resutt for the presence o(lead. Chip samples were taken of those paints with a posilive 'Lead
Check" indication and analyzed for lead content by Atomic Absorplion (AA) methodology. The foilowing samples
,.. exceeded the HUD lead-based paint guideline oi 0.5°h Iead by weight:
. All whNe interior and exterior paims showed a posRive"Lead Check"swab indication. SubsequeM AA analysis
showed the presence of lead in percentages ranging from 7.6% to 38%. All other paints showed a negative
' °Lead Check"swab indication.
Appendix B Lead Svab Sample Summary in:ludes: Sample Number,Sample Location, Sample Descxiption,Color
. . of Outer and Inner Layers Multiple Layers(Yes or No),Chip Collected(Yes or No),and sample analysis resufts.
If the building is to be renovaled or remoded there are procedures regarding the disturbance or removal of the
lead•based paints thatbe followed (.e. inftial air monitoring, Gearance sampling, etc.). These procedures wn
be found in HUD-0006700 Guidelines for the Evalua6on and Conbol of Lead-9ased Paint Hazartis in Housing. It is
not required that these regulationslprocedures be ulilized on this projed, however because these are the only
available guidelines for the removal of lead-based paints PRE feels it necessary to inform you of the existence of
these guidelines.
The only rvles or regulations that currently apply to lead-based paints are WAC 296-155-17603 Scope' and WAC
296-155-17607 Permissible Exposure Limit". InNiai air moniloring musl be pertormed on employees doing
renovation or remodeling work in aieas found to have materials containing lead. Because the WAC codes do not
specify an amount of lead that would establish a material as lead containing, R musi be assumed that a malerial
containing alead is regulated by these codes.
Prior to disposal, the wasle stream generated from the renovation or demolition of all structures must be analyzerl
using EPA Method 7371 - Toxicity Charaderistic Leachale Procedure (fCLP) - Lead by Atomic Absorption
Spectrophotometry. Wasle found to have a leachabilily greater than or equal to 5 ppm must be disposed of as
hazardous waste;waste with a leachability of less than 5 ppm may be disposed of as solid waste.
Swab sampling of the paints In this building was intended to identify those paints that might contain lead. Samples
identified as positive by the swabs may be chip sampled lo establish the actuai percentage of lead in the paint.
Identifying paints wilh high lead contents aids in the separation of materials that may affect the TCLP resutts of the
demolitioNrenovation wasle stream.
Low percentages of lead can still exist in those paints considered negative by swab sampling. Painis with such low
levels of lead would not be considered lead-based paints by the HUD Guidelines, and it is highly unlikely that they
couid negaiively affect the TCLP sample of the wasle stream from the associated structure. However, as per!he
WAC codes, any presence of lead ipaint would require air monRoring be performed prior to and during renovatfon
or demolilion activities.
• WAC 296•166•17603 Seope.WAC 286•156•16,Ld,appiies to atl construclion worfc where an empbyee may be oaupationaM eosed to lead.
