Ii
Office of the State Fire Marshal
Washington State Patrol
National Fire Incident Reporting System 5.0
Grant Application Supplemental Information
Sept. 10, 2003
The grant application from the City of Everett, for $30,000, is for the
purchase, configuration and implementation of a new computer server to be
installed at the SNOPAC dispatch center in Everett, WA (Snohomish
County). SNOPAC is a regional dispatch center that services 26 fire
agencies in north, central and east Snohomish County.
The purpose of the new server is to create a "Data DMZ" from which
emergency response information can be extracted for individual response
agencies for use in their NFIRS 5.0-compliant reporting systems. The center
uses a Northrop-Grumman (formerly PRC) CAD system that uses
proprietary programming to store and retrieve data. Each agency wishing to
interface with that system is required to pay Northrop-Grumman to write
custom computer code language to convert the CAD information into
information of use to the individual reporting software. The concept of the
"Data DMZ" is to convert the information once, to an industry standard
database file, which would then be available to any or all of the 26 user
agencies to easily extract the data required for their reporting systems. This
concept has been discussed with Northrop-Grumman and is agreeable to
them. All agencies currently using third-party reporting software are invited
to send a representative of their department, their reporting software vendor,
or both, to pre-configuration meetings to ensure that the new database meets
the needs of all interested parties.
The end result of this project will be that the SNOPAC user agencies will be
able to extract response time, location etc. data directly from the dispatch
center, decreasing the time required to provide NFIRS reports while
improving accuracy. SNOPAC has committed limited resources to this
project, these grants funds will move this program into the 2003 budget year
with an estimated completion date of November 2003.
141
