This 99 space lot was being reviewed by the <br /> staff through the SEPA review process with August 16th as the <br /> last day for review and comment. This creates a problem. <br /> When tlie applicant originally came in he was unaware of the <br /> need fc�r any type of envi.ronmental review due to a lack of <br /> reference to S£PA in the Construction Permit. It would <br /> seem that if you amended the permit application to include <br /> a section on SEPA (see attached) it would alert the counter <br /> personnel of the potential need for some type of environmental <br /> review prior to issuing a building permit which would make it <br /> possible to run the environmental review concurrently with the <br /> plan review. <br /> Unfortunately this is not the only time this problem has <br /> arisen and in this case as in the others, in order to <br /> expedite matters, we allowed building permits to be issued <br /> before the comoletion of the SEPA review. <br /> Some other concerns were expressed by Dennis in regards to <br /> the lack of basic zoning information provided on the permit <br /> form. For example, there is no area in which the applicant <br /> is required to list the current zoning or other landuse � <br /> decisions as they relate to his specific parcel, i.e. , Special <br /> Property Use Permit, `.7ariance,Shoreline Permit, Rezone. This <br /> will aid your staff by alerting them to possible Planning <br /> Commission conditions. <br /> Another area of concern is the actual completion of the <br /> existing form. We have been updatiny our land-use map based <br /> on building permit information and often times notice a <br /> discrepancy between the legal description and the job address <br /> on the permits.
