t' <br /> . , ,_ i <br /> � <br /> - FINAL DECLARATIQN OF NON-SIGNIFICANCE <br /> SEPA ��13-83 <br /> This Final Declaration of Nonsignificance shall expire one year from <br /> date of issuance unless a completed building permit application has <br /> � been submitted within that time. A request for a one year extension of <br /> this Final Declaration of Nonsignificance may be made to the Planning <br /> Director prior to the expiration date. <br /> DESCRIPTION OP PROPOSAL - The proposed action is the issuance of grading and <br /> building permits to allow the construction of an approximately 5,600 sq. ft. (two story) <br /> building to be used as a clinic with associated parking for approximately 28 cars. The <br /> following factors were considered and the listed requirements were placed in response <br /> to comments submitted during our review of an Environmental Checklist for this <br /> proposal: <br /> l. The site is zoned R-4, multiple-family high density residence zone, which would <br /> permit the proposed use. <br /> 2. 7he site is cvrrently vacant and is covered with grass and blackber�y bushes. A <br /> residence Pr.is�s to the south, a professionai office exists to the north, and an <br /> apartment building �nd single family residences exist across the alley to the <br /> west. <br /> 3. A variance from rear yard setbacks has been approved by the Board of <br /> Adjustment to reduce the setback from 20 feet to 19 feet. <br /> 4. Detailed drawings, in accordance with City Design dc Construction Standards, <br /> shall be submitted to the Public Works Department showing site parking layo�t, <br /> landscaping, utilities, storm drainage, temporary construction erosion �ontrol an�' <br /> all required improvements in the public right-of-way. Public Works Department <br /> approval of these drawings is required prior to any permits being issued. All <br /> improvements shal! be completed, approved and warranted before the Occupancy <br /> Permit is issued. ' <br /> 5. Full standard improvements are required to the alley to the west side of the <br /> proposal. <br /> 6. Partic;patiuu in the cost to fund the north end sewer interceptor is required. Thp <br /> �pprc+ximate cost based on the preliminary information provided is $.155 per <br /> ; su�are foot. Tha actual cost shall be computed by the Building Department per <br /> the' Ordin3iue in effect at the time and according to the information provided on <br /> �� tfie approved plans on the date of permit issuance. <br /> 7. Iri_.lieu of providing on-site detenxion, payment to City Drainage Fund 340 is <br /> �' 'r��.;�irecl.' <br /> 8. Te�;+F hone conduit must 6e provided from the building to the property line 40 <br /> p'ra��tde fu� telephone service. <br /> INFCFi�If?TION FOR DEVELOPER: <br /> 1. A'iire hydrant is required within 200 driving feet, but not closer than 50 feet, of <br /> 'every sxructure. • ' <br /> 7..
