The proposed Welch Clinic and the existing and adjacent C�focth Clinic are plastic surgezy/reconstructive type medical clinics. Actual surgical pcactice at these clinics is performed 3 - 4 days a aeek (at a maximun) . Much of the tune the practicing doctors are at their other clinics or in hospital surgecy facilities. Tfie o�dinance unfortunately dces not distinguish between the various specialities eovered under "medical". A surgeon for exanple sees faz less patients at his own office than does a chirop�actor or orthodontist who may on sane days have appointnents ev�ry 1/2 hour. In canpacison to other medical Clinics, patient n�ers oez day is quite low. During an average day only� 3 to 4 patients might be se:ved. Based on z survey made by this office (ovez a nurt�ber of weeks) the patient load at the GoEocth Clinic has filled less than half of the assigned parking at this clinic at any given time. othez similiar clinics in the EWerett area where surgery is practiced i�ave a parking condition that we feel have set aprecedence which could be applied to this applicant. Soecifically, we note the medical clinic at 43rd and Colby which obtained a ceduction in packing for basically the reasons above, as have others.
