On December 2, 1991, William R. Weaver, P.O. Box 895, Oak <br /> � 1� Harbor, Washington 98277 (hereinafter referred to as Appellant) submitted a <br /> �u letter purporting to be an appeal of the �dministrative decision for the <br /> modification of the landscaping. The appeal letter was illegible. On <br /> y� December 10, 1991, the Appellant sulmitted a typewritten letter setting forth <br /> O the sppesl.
