� � , ., �. <br /> ADDENDUM TO <br /> MITIGATED DETERMiNATION OF NON-SIGNIFICANCE <br /> 41"' St. Associates/McDonalds (SEPA k125-87) <br /> April 15, 1999 <br /> , DE3CRIPTION OF ORIGINAL PROPOSAL: The original proposed action was <br /> the issuance of Building and Public Works permits to allow thc dcmolition of 11 single <br /> � family houscs and three garages and the conswction of an approximately 14,391 sl' <br /> shopping center with uses including a McDonalds, bank and retail/office space. <br /> Approximately 15,600 cubic yards of carth would be removed 1'rom the site. The <br /> proposal includes the approval by Ciry Council of thc vacation/realignmcnt of a portion <br /> ot'the alley mm�ing north-south through the site. <br /> ADDENDU114: The Mt�NS included conditions to mitigate the impac�s of the <br /> proposal, including signing limitations based upon the site's location or a designatcd <br /> "gateway corridor" to the City. 3ubscquent to issuance of the MDNS, the Ciry <br /> adopted new Zoning Code standards that regulate signs. These regulations implement <br /> the City's Comprehensive Plan Policies. The new Zoning Code rcgulations allo�v <br /> adJitional signage on the site over that allowed in the MDNS. The applicant has <br /> requesred that the MDNS bc modified to allow them to provide the same signage as <br /> permitted under the current Zoning Cocie. <br /> Condition 12 which currenUy reads: <br /> 12. The a�plicant shall provide a unified signing plan fbr the cntire site. This plan <br /> shall be reviewed and approved by the Planning Department. One frce standing <br /> on-premise pole sign and one free standing ground sign are allowed for the <br /> entire site. The size of the pole sign shall be limited tr one hundred feet on a <br /> side and sliall be no greatcr than 25 feet in height above final grade. The <br /> ground sign shall be no greater than IS feet in height and 100 teet on each side. <br /> Onc additional ground sign/directional entrance sign will be permitted at tlie <br /> Colby Ave. drivcway. This sigu will be limitcd l0 8 fcet in height and 50 sl per <br /> side. All other signs shall be attached to the buildings and shall not exceed the <br /> height of the roof of the building. None of the signs shall be animated or <br /> illuminated by intennittcnt light sources. Any readerboards must be <br /> incorporated into a single ground or building sign for the entire site. No free <br /> standing readerboards will be perrnitted.
