Comprehensive Plan
Finding: The Comprehensive Plan sho.s this area as multiiamily.
Conclusion: The granting ot the variance will no? adversely aftect the r:
Comprehensive Plan.
BOARD ANALYSIS
Parking supply has been a concern i this neighborhood, as pointed out in the
applicant's Narrative Statement with Colby Manor use of the Clinic lot. Both
surveys show there are available spaces (Cxhibit 6 dc 7), the worst being 10 and the
best being 37. Of the 38 clinic patients who filled out the parking questionnaires,
no one had difiiculties findino on-site parking. it should be emphasized that 5 ot
the 12 doctors are practicing in specialized medicine and their average oifice hours
are much less than those of family doctors. (13.7 hours per week compared to 30
hers aer week for family doctors.) If the type of doctors using the clinic was to
change, this could increase parking conflicts in the area. Other factors that fould
fil: the available spaces would be a decrease in parking area, an increase in services
i.e. change in doctor specia:ities) or increased economy.
DECISfON: APPRUVL-
Appruve a variance to proviQe 64 off-street parking spaces instead of the required
82 off-street parking spaces with the following conditios.
1. The number oi doctors u';lizing this clinic shall be limited to 14. Any
increase above this number shall require further review and approval by the
City.
2• As used today, 9 out of 12 of the doctors utilizing this c:inic are in
specialized areas of rnedicine. This ratio shall remain; any change in this
ratio (i.e. specialties being replaced by farnily practice) will require further
review and aparoval by the City.
v'-TE FOR AGAINST AbSENT AB5TATN
Mr. Hoagland: X
Mr. Wiison: — x
Mr. Zook: Y --
Mr. [ckstrom, Sr.: --' x
Mr. Darnett: x —
/-e's-— /e+_--"...1
Chairman, 13oard of Adjustment
J
€..
