March 10, 1962 <br />David Murphy <br />4911 Colby Avenue <br />Everett, WA 98203 <br />Subject: Opening Alley at 4911 Colby Avenue <br />Dear Mr. Murphy: <br />I have not been able to contact you by telephone regarding our decision <br />on your request to open the existing alley right-of-way from 48th Street <br />to your property. <br />As I previously mentioned to you, if any street or alley is opened up in <br />an existing right-of-way, it must be improved to current standards, due to <br />the City then having to assume maintenance of the facility. <br />In the case of the alley behind your property, the minimum requirements <br />will be as follows: <br />* Alley must be constructed to a minimum width of 16 feet. <br />* Plans for the wort: will have to be prepared by a registered <br />Professional Engineer. <br />* The construction and/pr design requirements that will have <br />to be considered are: slope filling;, structural section <br />(base rock & crushed rock), drainage control (catch basins <br />and piping), and grades for alignment control. <br />We will require a 1-year maintenance warranty bond for the <br />new alley when completed and a performance warranty bond <br />for the construction project if permits for the work are <br />to be issued. <br />If you have any further questious, or would like to follow through on <br />improving the alley, please contact Dennis Gabelman at 259-8811 to get <br />the project underway. <br />Sincerely, <br />ALFRED R.
