" <br />Motion carricd. <br />DRIVEWAY ACCESS PER�IIT - 5(il I COLBY AVENLIE <br />Moved by Councilman Pope, seconded by Councilman Aodcrson to <br />authorize approval of a permit For a driveway at 5611 Colby Avenue. <br />I-Ielen Skulberstad has requested driveway access off of Colby Avenue for a <br />proposed single family residence sh� plans on building and occupying. <br />3ection 13.1G.050, paragraph F, of the EMC states that no permit for a <br />driveway approach shall be granted where reasonable egress and ingress can be <br />secured from the alley. Ciry Ceu7cil is authorized to grant variances from this <br />regulation under 13.16.110. <br />A rezone of this block done in 1990 restricted access off of Colby Avenue, <br />unless approved by the Ciry Traffic Engineer and Planning Director. <br />Access from the alley would be steeper than the level access Colby Avenue, <br />however, conswction of the access off the alley is possible without significant <br />expense. The existing alley is fa�rly narrow and has a gravel surface. <br />While the EMC gives a relatively clear indication as to denial of a permit for <br />this access, the installation of a d�iveway for a single family residence st this <br />location will have little impact on the surrounding traffic flow.
