EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET n
PROJECT TITLE: Initialed by:
Natural Hazards Planning Grant Application Department Head
CAA :a /
Council President
LOCATION: COUNCIL BILL#
Originating Department
Contact Person Dave DeHaan
Phone Number 8109
FOR AGENDA OF April 7, 2004
Preceding Action: Consent Second Reading
Action Third Reading
First Reading Public Hearing
Attachments: Department(s)Approval:
Natural Hazards Planning Grant Application Legal
Expenditure Required $ Account Number(s):
Amount Budgeted $
Additional Required $
SUMMARY STATEMENT
The Everett Fire Department Emergency Preparedness Division is submitting an application for $25,000 of
federal grant funding for disaster mitigation plan development. This grant would require a 12.5% local
matching fund that we would satisfy by tracking staff hours and City resources utilized in plan development.
The Disaster Mitigation Act of 2000 requires local governments to have a disaster mitigation plan approved by
the state by November 1, 2004. An approved plan is a requirement for any future disaster mitigation grant fund
distributions. The mitigation planning process continues the recent Hazard Identification and Vulnerability
Assessment development conducted by the City. Grant funds would be used to contract services with the
University of Washington Institute for Hazard Mitigation to deliver an approved hazard mitigation plan.
The State requires the City to pass a resolution appointing a single point of contact for grant administration
purposes, including execution of the application, grant agreement, and payment requests.
The Hazard Mitigation Plan represents the City's commitment to diminish the risks from natural hazards and
will serve as a reference in committing future resources for hazard impact reduction.
RECOMMENDATION (Exact action requested of Council):
Authorize the City's agent to sign the application for the Natural Hazards Planning Grant and approve the
resolution designating Dave DeHaan as the City's agent, and Steve Parker as the alternate agent, with respect to
grant administration.
92
