WHEREAS, Everett already accommodates a disproportionate share of the countywide <br /> total of low-income and special needs housing within Snohomish County. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES HEREBY RESOLVE AS <br /> FOLLOWS: <br /> 1. It will address all of the housing requirements of the Growth Management Act and <br /> Snohomish County-wide Planning Policies in the current 10-Year Update of its Growth <br /> Management Comprehensive Plan; and <br /> 2. It encourages Snohomish County and fellow cities within the county to use the fair share <br /> housing allocation model developed through Snohomish County Tomorrow as a general <br /> indicator of unmet housing need to be addressed by each city and the County in its <br /> comprehensive planning efforts; and <br /> 3. It recommends that a new fair share housing allocation model be developed that is fair to <br /> cities such as Everett that have a disproportionate share of low-income housing in <br /> relation to Snohomish County as a whole; and <br /> 4. It recommends that a new model be developed that is simpler to understand, easier to <br /> implement and monitor for use in future major updates of comprehensive plans by all <br /> cities and Snohomish County; and <br /> 5. It strongly encourages Snohomish County and the cities within the county to take all <br /> reasonable steps necessary in their land use and housing strategies to achieve the fair <br /> share distribution of low-income households consistent with County-wide Planning <br /> Policy HO-4. <br /> Councilperson Introducing Resolution <br /> PASSED and APPROVED this 17th day of November , 2004. <br /> Council President <br />
