THE CITY COUNCIL OF THE CITY OF EVERETT DOES HEREBY RESOLVE AS <br /> FOLLOWS: <br /> Section 1: To enter into an interlocal agreement (ILA) that may transfer some of the sub- <br /> area and neighborhood planning and/or permitting responsibilities and jurisdiction to the <br /> cities for their urban growth areas. <br /> Section 2: The Snohomish County Tomorrow Planning Advisory Committee, at which <br /> the City is represented by a representative of our Planning Community Development <br /> Department, shall develop a framework interlocal agreement that will outline what duties <br /> may be transferred and when. Topics to be addressed should include: long range <br /> planning; development and building permitting responsibilities; construction inspections; <br /> fee revenue reimbursement; capital facility planning, financing, and construction; service <br /> transition; park, school, and traffic impact fees; surface water management; code <br /> enforcement; police services; fire marshal services regional infrastructure coordination; <br /> and GMA and Countywide Planning Policy compliance. <br /> Section 3: The City of Everett may then negotiate with the County to tailor the <br /> framework ILA to best fit the circumstances of that City's UGA. <br /> �/ 1 • <br /> Councilperson Introducing Resolution <br /> PASSED and APPROVED this tay of CA , 2004. <br /> Council President <br />
