FINDINGS AND RECOMMENDATION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE APPLICATION OF <br /> DOMESTIC REALTY COMPANY FOR <br /> APPROVAL OF A REZONE REZONE #04-004 <br /> RECOMMENDATION: The area-wide rezone for the property depicted in <br /> exhibit #5 (attached hereto) and legally described <br /> herein should be granted, and the subject <br /> property should be rezoned from an R-2, Single- <br /> Family Detached Medium Density Residential <br /> designation to an R-1A, Single-Family Attached <br /> Low Density Residential zoning designation. In <br /> addition, the Community Renewal Plan for the <br /> Everett Smelter Redevelopment Area that has <br /> been drafted has been reviewed, and the minimum <br /> design standards for the development should be <br /> approved. <br /> INTRODUCTION <br /> Domestic Realty Company, 2903 B Hewitt Avenue, Everett, WA 98201 (Applicant) requested <br /> an area-wide rezone of property on the old Asarco smelter site, generally located on property <br /> whose east boundary is East Marine View Drive, north and west boundary is Broadway <br /> Avenue, and south boundary is the alley south of Butler Street, all in the City of Everett, <br /> Washington (subject property). The request is for an area-wide rezone of the subject <br /> property from an R-2, Single-Family Detached Medium Density Residential (R-2) zone to an <br /> R-1A, Single-Family Attached Low Density Residential (R-1A) zone. In addition, the <br /> Applicant has requested that the Everett City Council establish minimum design standards for <br /> a Community Renewal Plan that is applicable to these properties. <br /> A hearing was held before the Hearing Examiner of the City of Everett on July 22, 2004.
