Section 1:Findings.
The Everett City Council hereby finds that providing a public transit alternative to
traffic congestion can help improve the quality of life and is of general benefit to
the citizens, visitors and businesses within the city of Everett. The Everett City
Council finds further that the best interests of the citizens, visitors and
businesses within the city of Everett require Everett Transit to sustain and
increase current fixed route and paratransit service for people with disabilities.
The Everett City Council finds further that additional sales tax revenue provides
the means to restore funding lost by the enactment of a manufacturing sales tax
exemption, repeal of the motor vehicle excise tax and depletion of Everett
Transit reserves.
Section 2: Authorization of Sales and Use Tax for Service and Capital
Investments.
Everett Transit shall maintain current levels of transit service and provide
additional transit services to support anticipated growth in the following ways:
1) Restore service in corridors on weekdays and on weekends in areas that
demonstrate a need for public transit service;
2) Provide funding to help finance and maintain transit capital facilities and
assets;
3) Increase the frequency of local bus service;
4) Extend service later in the day;
5) Improve service coordination with Sound Transit, Community Transit and
the Washington State Ferry System and to provide access to educational,
employment or commercial opportunities for citizens and visitors;
6) Support economic development initiatives and employer programs to
improve travel demand management;
7) Implement express bus services;
8) Develop new transit centers and other capital facilities/assets;
9) Enhance transit supportive infrastructure through investments at bus
stops and along corridors that help to attract new public transit customers
and increase transit operating speeds;
10) Maintain strong control of costs and partner with other governmental
entities and the private sector to improve and/or expand capital facilities.
If available funds are sufficient, Everett Transit shall make such other service and
capital investments; provided that such funds may be used only to support the
maintenance and growth of the public transportation system.
Section 3: Sales and Use Tax Election
3
