Expenditure Required $ -0- Account Number(s): Amount Budgeted $ -0- Additional Required $ -0- DETAILED SUMMARY STATEMENT: Background: Snohomish Artist Guild applied for and was granted a street closure request for a festival on August 12-14, 2003. The festival occurred with no major problems and received positive media attention. The Guild applied for street closure on September 10-12,2004 for the second annual festival. Major Changes from Last Year: The Guild intends to have live music on stages this year. The Guild asked for permission to have a beer garden;City staff declined the Guild's request. Last year,the intersection of Hewitt and Colby was kept open and pedestrians visiting the festival were not always vigilant to the possibility of vehicular traffic through that intersection. This year,Transit will develop an alternate loop for such events that will allow the intersection to be closed for pedestrian safety. Permit Conditions: City staff and the Guild discussed,negotiated and approved the permit conditions attached. RECOMMENDATION (Exact action requested of Council): Approve street closure of Colby from Everett to Pacific on September 10, 11 and 12 as provided for, and subject to, conditions described in the permit. 9
