The festival occurred with no major problems and received positive media attention. <br /> The Guild applied for street closure on September 10-12,2004 for the second annual festival. <br /> Major Changes from Last Year: The Guild intends to have live music on stages this year. The Guild <br /> asked for permission to have a beer garden;City staff declined the Guild's request. Last year,the <br /> intersection of Hewitt and Colby was kept open and pedestrians visiting the festival were not always vigilant <br /> to the possibility of vehicular traffic through that intersection. This year,Transit will develop an alternate <br /> loop for such events that will allow the intersection to be closed for pedestrian safety. <br /> Permit Conditions: City staff and the Guild discussed,negotiated and approved the permit conditions <br /> attached. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Approve street closure of Colby from Everett to Pacific on September 10, 11 and 12 as provided for, and <br /> subject to, conditions described in the permit. <br /> 9 <br />
