Fritzen,February 25, 2004 <br /> Brief Description of Proposed Amendments: <br /> Initiated by the Port of Everett(Port), the City of Everett(City) is proposing a limited scope <br /> amendment revising allowed uses in the newly zoned North Marina area owned by the Port. <br /> Within the North Marina area, non-water oriented commercial development wound be allowed. <br /> t ft� <br /> FINDINGS OF FACT s„ows` ., <br /> Need for Amendment: The proposed amendment <br /> -:%o stated to b needed in order<to fulfill the <br /> Port Commission's "vision and action plan for redeveelopment" of the area, otherwise known as <br /> the North Marina project. The amendment is in coordination with an update to the City's <br /> comprehensive plan and rezone including areas outside of shoreline jurisdiction. According to <br /> Port staff, the "wider range (of) uses peri441firthe requester ch4nges are necessary to make it <br /> * <br /> economically feasible to provide these im rtan "public amenities as part of large-scale site <br /> development." ,, . <br /> SMP Provisions to Be Changed By the Amendment as Proposed: The following sections, in <br /> underline/strikeout format, of the existing SMP are proposed for change: <br /> 4,4 Urban Maritime: r <br /> Vision Statements <br /> . Existing Marina Area: This area shall aim-aretain working waterfront <br /> components, with priority given to an ensive a mix of maritime uses that <br /> support the manna fide mix of compatible water-oriented commercial uses, <br /> public access, recreational uses, and supporting activities will also be encouraged. <br /> Any large-scale redevelopment of this area shall be guided by a master plan that <br /> gives priority to preservation and enhancement of the marina and its supporting <br /> uses. The master plan shall also encourage public access to and enjoyment of the <br /> shorelines and emphasize attractive, people oriented mixed-use development with <br /> significant public access, abundant public parking, a plaza or public center area, <br /> and separation between pedestrians and automobiles encouraging public <br /> movement. The master plan shall orient buildings and facilities to maximize <br /> visual access to the river channel, marina, harbor, and mountain views and <br /> provide visual and direct access to the river channel, marina and shoreline <br /> pathway system. The mix of uses may include both water oriented and non-water <br /> oriented commercial/retail, office, hotel, public facilities, public access and <br /> ample public pathways and walkways. <br /> ILI <br />
