, Brad Bellrichard <br /> 1002 Grand Ave <br /> Everett WA , 98201 <br /> Response: <br /> Hello Mr. Bellrichard: <br /> Thank you for your comments. <br /> The action in front of the City Council does not change previous actions related to the <br /> North Marina Project. The changes are clarifications of the previous action by Planning <br /> Commission and City Council. The Department of Ecology needs to approve the amendments <br /> and they asked for some clarifying changes to our Shoreline Master Program amendments. <br /> There are no changes proposed to the development agreement between the Port of Everett and <br /> the City of Everett. <br /> The changes being reviewed tomorrow are: <br /> 1) adding a map to show the shoreline area where the Shoreline Master Program amendments <br /> apply for the North Marina project and a footnote. This map is in the development <br /> agreement and not in the Shoreline Master Program. <br /> 2) add language to the purpose statement to be more consistent with the vision statement <br /> within the Shoreline Master Program. <br /> I want to assure you that the action proposed for Council Action does not make any changes <br /> to the agreement the City has with the Port on the North Marina Project nor does it make <br /> any changes to the project standards, uses, or commitments. This is why we believe it is <br /> a very "minor" change. The changes are for clarity only and have no effect on the project <br /> as approved. Two previous Shoreline amendment changes went back to City Council without <br /> Planning Commission review because they were minor in nature also. One of those <br /> amendments benefited the proposed Boeing pier. <br /> The amphitheater is proposed to be at the end of 13th Street along the river. This is a <br /> much better location. It moves the amphitheater to the far end of the development next to <br /> the water and will be incorporated into the public access system. Previously the <br /> amphitheater was in the parking lot on the south side of the development. <br /> Your concerns about parking are required to be addressed by the Port as a part of their <br /> environmental review. We commented on this is our letter to the Port. It has been our <br /> understanding that the Port would study the demand for parking based on the uses they will <br /> have in the overall development. We wait to see the Port's information. <br /> At this time there are no amendments proposed to the development agreement. Our comments <br /> for the EIS scoping process was to get on the record that if changes are proposed they <br /> needed to address them in the environmental documentation. This is an communication item <br /> for us. Any changes to the development agreement will require public hearings and City <br /> Council approval. <br /> The proposed change does not allow condos in the shoreline area. Residential is not a <br /> permitted use in the shoreline area within the North Marina project area. There will be <br /> additional recreation / public access in the 200 foot shoreline area. This is a <br /> requirement of the development agreement and one of the desired outcomes of the project. <br /> More continuous trail and related open space and recreation in the shoreline area is one <br /> of the overall goals for the community. <br /> Your comments will be provided to the City Council before tomorrows meeting. <br /> Thank you. <br /> David Koenig <br /> 2 <br />
