4 <br /> Task 03002—Pre-Design Hydraulic Analysis <br /> Pre-design hydraulic analyses will include: <br /> • Determining design criteria for each crossing including geometry needed for the analyses <br /> • Developing a HEC-RAS model for each crossing location <br /> • Reconnaissance level screening for each crossing using regime scour equations <br /> • Evaluation of the model and scour results <br /> • Developing and analyzing alternatives for each crossing based on the hydraulic evaluation <br /> • Compiling all data, design criteria, hydrology, hydraulics, geomorphology, evaluations, <br /> alternatives and recommendations into one report for the City's review in the decision making <br /> process. <br /> Preliminary hydraulic analysis will be used to verify hydrologic assumptions and scour relationships. <br /> This analysis will be used to evaluate each crossing in order to develop recommendations for whether the <br /> crossing should be considered as an emergency or non-emergency project based on potential scour and <br /> lateral migration.The evaluation will be completed in close collaboration with the City. <br /> Alternative analyses will be completed to determine the most appropriate type of improvement at each <br /> crossing. The analyses will focus firstly on the emergency project(s) so that design work can start <br /> immediately. An emergency project repair could consist of a temporary repair scheduled for the fall of <br /> 2004,followed by a permanent repair scheduled in accordance with the permit process. <br /> The analyses will be completed in close collaboration with the City. <br /> The analyses, evaluations, alternative development and recommendations will be summarized in a draft <br /> report for City review and comment. On the basis of this report and discussions with URS, the City will <br /> decide whether each crossing is an emergency or non-emergency project, and the method of <br /> improvement(s)for each crossing. URS will finalize the report when the decisions are made. <br /> Task 03003—Peer Review <br /> Our quality management approach requires that the project team regularly monitor the value the City is <br /> receiving and seek opportunities to increase the value.This will be carried out by: <br /> • In-house weekly project review meetings <br /> • Timely resolution of review comments from the City. <br /> Peer reviews for quality assurance and quality control of the pre-design engineering work will be <br /> conducted by Doug Sovern and Jeff Bradley to ensure the following: <br /> • Analyses are completed and documented in accordance with the state of practice in each <br /> discipline using proven methods of analysis and models that are recognized and accepted in the <br /> industry <br /> • URS recommendations to the City on the designation of emergency and non-emergency projects <br /> are made in the best interests of the City to provide a reliable and efficient water supply, and can <br /> be defended on the basis of the analyses. <br /> The reviews will be supported by the issuance of minutes of meetings, preparation of lists of certain items <br /> including assignment, completion and checking off of action items. <br /> K:\163\City of Everett\Water Truism Pipeline Xings\Scoping and Costing\Scope&Cou Amendment 1\UP3148 URS Amend 1.doc(Y)7/15/1999) 1 4 <br />
