After
reviewing the existing ordinance and being presented with information about the rates being charged by other
jurisdictions, the Council is of the opinion that the increased rate is reasonable considering the public's need
for adequate service at the lowest level of charges. The City Council also desires to restrict the issuance of
new taxicab licenses until the appropriate number of licenses that should be allowed for operation in the city
can be determined. The restriction, which is for 90 days from the passage of this ordinance, is to prevent an
impact on taxi service to the community that may result from an increased number of licensed taxicabs
following the rate increase. This ordinance declares an emergency, because if not adopted as an emergency
ordinance, then there would be a period of time within which license applications could be submitted and/or
licenses issued which would be incompatible with the regulatory scheme to be considered and possibly
prepared as a result of this ordinance. The ordinance would thus take effect and be in full force and effect
immediately upon its passage.
RECOMMENDATION (Exact action requested of Council): Adopt an Ordinance Relating to Taxicab rates
and number of allowable licenses, Amending Section 30 of Ordinance No. 2297-98, as amended by Section 1
of Ordinance No.2306-98 (EMC 5.68.290), and adding a new section.
48
